Human beings enter the world free, yet live everywhere under social chains. Dominance over others does not eliminate personal bondage, as rulers remain bound by the system they enforce. Social order does not derive from nature, but rests entirely upon foundational agreements. Legitimate political authority must therefore spring from covenants rather than inherent hierarchy.
Families represent the sole natural form of human association, lasting only while children rely on parents for self-preservation. Once independence is achieved, the natural bond dissolves and any further unity becomes entirely voluntary. Paternal power exists for the child's survival, not for absolute rule. Political power cannot claim a natural basis in fatherhood, because adult citizens retain full ownership of their own freedom.
Physical strength confers momentum, never legitimate authority. Yielding to force is an act of self-preservation or necessity, not a moral obligation. Power does not generate right, and coercion can never command true duty. Citizens owe obedience only to legitimate institutions, making physical dominance a temporary state rather than a lawful claim.
Renouncing personal freedom eliminates all moral dimension from human conduct. No individual possesses natural authority over an equal, so agreements remain the sole origin of legitimate power. A pact where one side surrenders everything while the other gives up nothing is self-contradictory and void. True peace achieved through servitude offers no greater value than the tranquil walls of a prison.
Aggregating a crowd under a master creates no genuine society. Subjugating a population yields a ruler and his captives, not a people and their chief. Before a nation can choose a monarch, the populace must first form a unified body politic through unanimous consent. The rule of majority vote is itself a convention that requires prior general agreement.
Individual survival eventually demands a shared collective force to overcome environmental obstacles. The social pact provides an association that defends the person and property of each member while preserving personal liberty. Every associate surrenders individual rights completely to the community, creating a unified public entity. This collective body operates under the guidance of the general will, giving every citizen an equal stake in governance.
Forming a political body establishes a mutual obligation between the community and its members. Because the sovereign consists entirely of the individuals who compose it, its interests naturally mirror those of the citizenry. Injury to one member harms the entire body, just as an offense against the public touches every individual. Anyone who refuses to obey the general will must be compelled to do so by the body, effectively forcing them to be free.
Transitioning into civil society replaces primitive instinct with ethical standards. Man surrenders natural liberty and unlimited claim to everything within reach, gaining civil liberty and legal ownership of his possessions. Moral freedom transforms raw impulse into self-directed duty, elevating human action from mere appetite to deliberate choice. Obedience to self-imposed law constitutes true freedom in the social state.
Surrendering private holdings to the collective transforms bare possession into guaranteed legal right. Community ownership secures property against outside usurpation while establishing civil equality among citizens. Physical disparities in strength or intelligence are replaced by equal legal standing under the law. The foundational contract ensures that all citizens, regardless of natural unequal powers, become equal through covenant and right.
