Following the assassination attempt on Lenin by Fanya Kaplan in August 1918, Soviet authorities operationalized terror as formal state policy. Dzerzhinsky and Latsis explicitly rejected individual guilt, declaring that social origin and class standing determined an accused person's fate. Official bulletins like the Cheka Weekly openly published lists of executed hostages to enforce collective submission.
Local Cheka branches exercised unchecked authority across Soviet territory, transforming routine arrests into summary executions. Unfettered by courts or defense counsel, provincial commissars executed prisoners based on arbitrary quotas and personal decree. Official Cheka reports documented thousands of summary deaths, presenting violence as a routine administrative function.
In facilities like the Lubyanka and provincial headquarters, interrogation relied on physical torment and psychological degradation. Whole social categories, from former tsarist officers to shopkeepers, were detained as hostages subject to immediate execution upon any anti-Bolshevik action. The policy converted entire urban populations into potential casualties of political reprisal.
Specialized labor camps and former monasteries, including Solovki in the White Sea, became permanent sites of forced confinement and death. Thousands died from deliberate starvation, exposure, and untreated disease long before official judicial sentences expired. These early camps established the operational model for systematic political isolation in the Soviet state.
