Constitutions are classified by who rules and whether governance serves the common good or private gain. Correct forms—monarchy, aristocracy, and polity—degenerate into tyranny, oligarchy, and democracy when rulers prioritize personal advantage over communal justice. Ideal constitutions rarely suit existing conditions, making practical compromise the true work of statesmanship. Blending democratic equality with oligarchic merit creates a balanced polity. A dominant middle class prevents destructive conflict because middle-income citizens neither covet the riches of others nor provoke bitter envy. Where middle classes fail to anchor power, extreme wealth and poverty tear society apart.
Revolutions erupt when citizens believe their political power fails to match their worth. Democracies fall to demagogues who turn the poor against the wealthy, while oligarchies collapse when rulers mistreat the masses or quarrel among themselves. Preserving a regime requires protecting small legal norms, preventing rapid wealth concentration, and ensuring leaders never profit from public office.
Democracy founders when freedom degenerates into unbridled license without civic duty. Agrarian populations build the most resilient democracies because working the land leaves little leisure for destructive political intrigue. Oligarchies survive only by opening military and religious duties to the broader population. Mixing public payments, short term limits, and broad civic representation insulates institutions against total collapse.
A city exists not merely for military defense or economic trade, but to make a flourishing, virtuous life possible. Optimal territory and population size are crucial, as a city too massive loses order and governance. True happiness requires physical health, material sufficiency, and above all, active moral excellence. Civic life must balance necessary labor and military readiness with peaceful, contemplative leisure.
Education is a mandatory public duty, not a private commodity, because every constitution requires citizens formed in its specific spirit. Training must address body, habit, and mind through reading, gymnastics, and music. Music directly alters emotional states and instills noble temperaments.
