Social tyranny can be far more formidable than political oppression because it leaves fewer means of escape, penetrating deeply into the details of life. The sole end for which mankind are warranted, individually or collectively, in interfering with the liberty of action of any of their number is self-protection. Power can only be rightfully exercised over any member of a civilized community against his will to prevent harm to others. His own good, physical or moral, is not a sufficient warrant.

Of the Liberty of Thought and Discussion

Silencing an opinion deprives the human race of a vital truth or a valuable correction. If an opinion is right, society loses the chance to exchange error for truth; if wrong, society loses the clearer perception of truth produced by its collision with error. Unchallenged beliefs degenerate into dead dogmas, remembered only as hollow formulas without living conviction. Truth gains nothing from forced conformity, which suffocates genuine intellectual vigor and open debate.

Of Individuality, as One of the Elements of Well-Being

Human faculties of judgment, discrimination, and moral choice are exercised only in making a choice, not in blindly following custom. A person whose desires and impulses are his own possesses a character, while one who merely copies others lacks individual existence. Genius can only breathe freely in an atmosphere of freedom, where unconventional experiments of living foster progress. Unthinking conformity to mass opinion turns human life into stagnant routine and restricts personal growth.

Of the Limits to the Authority of Society over the Individual

Society possesses legitimate authority only over conduct that directly affects the interests of others. Conduct affecting only the actor must remain entirely free from legal coercion and social penalties. Misliking a neighbor's personal choices, religion, or lifestyle does not grant the public a moral right to suppress them. When society meddles in purely personal conduct, it almost always interferes wrongly and in the wrong place.

Applications

Applying liberty to practical governance reveals the boundaries between state intervention and individual sovereignty. Free trade is a social act subject to regulation, yet restricting consumer choice regarding temperance laws or sabbath restrictions infringes upon personal freedom. State-run universal education risks molding citizens into identical shapes to serve government interests. Power should be widely dispersed through local institutions, ensuring administrative efficiency without concentrating central control over private lives.
