In sunlit Madeira, eighteen-year-old Nanette flouts convention by swimming out to a moored German liner, setting off a chaotic rescue. The stunt introduces her to Major Edmond O’Shea, a cold-eyed British officer with a legendary past, and Gabriel da Cunha, a smooth operative of global Communism. As Da Cunha lures Nanette toward his secluded hill bungalow, romantic rivalry turns into the opening gambit of an international intelligence struggle.

Devastated by a cruel parting note from O’Shea, Nanette shreds the letter only to secretly gather its scattered fragments under the moonlight. Meanwhile, George Decies receives urgent consular instructions to help O’Shea intercept stolen British state secrets before Communist agents can broadcast them. Learning of O’Shea’s sudden return to Funchal, Nanette deliberately misses her ocean liner home, stepping straight into a perilous game of espionage.

CHAPTER VII. A SHORT NOTE → CHAPTER XV. TERMS WITH THE ENEMY

Tactical deception turns a dangerous hostage exchange into victory.

Operative Julian Macalister kidnaps Nanette and demands a stolen intelligence portfolio in exchange for her freedom at a dizzying cliffside hideout. Decies completes the exchange on a dark precipice, but O’Shea secretly outwits the kidnappers by swapping the documents for pages from a sports gazette. The conspirators flee onto a motor cruiser carrying useless paper, leaving Nanette unharmed and exposing the hand of master agitator Adolf Zara.

CHAPTER XVI. THE HOUSE ON THE CLIFF → CHAPTER XXIII. FIASCO

Cryptic messages reveal a dangerous secret network in London.

Back in London, Nanette accidentally crosses paths with Adolf Zara, who is moving covertly under the alias of Captain Slattery. After picking up a nonsense geographic code dropped in a cab, she passes the note to Decies near Kensington Gardens. Deciphering the strange instructions, O’Shea realizes that President Schmidt of the revolutionary S Group has arrived in the city to launch a violent uprising.

CHAPTER XXIV. PETER PAN → CHAPTER XXX. MEMORIES CAN SAVE

Devotion breaks down cynicism when crisis demands ultimate sacrifice.

A midnight chase across Westminster Bridge forces Adolf Zara to leap into the Thames, where O’Shea and police officers pull him from the river. The victory is tempered by tragedy, as Nanette takes a bullet meant for O’Shea and lies critically wounded in Decies’s chambers. Confronted by her devotion, O’Shea abandons his rigid detachment and kneels at her bedside to embrace the courageous woman who saved his life.
